Over one hundred representatives of EU regional authorities and scientists met to exchange views on the challenges of evidence-based decision-making at regional level. The discussion was opened by Marku Markkula, President of the European Committee of the Regions, and Vladimir Šucha, Director-General of the JRC. In the panel that followed, representatives of regions which have organised pilot events under "Science meets Parliaments" at regional level throughout 2016, presented outcomes of their work and shared their experiences with other EU regions, wishing to join this scheme. Those regional meetings, organised in cooperation with the JRC, brought together scientists and regional authorities, to promote the culture of evidence-informed policy making. Each event focused on selected topic(s) of particular regional interest.

Scientists met regional authorities in a series of pilot projects in 2016

Scientists and policymakers from Baden Wurttemberg met in Karlsruhe on 4-5 July 2016, to discuss best practices and innovative concepts for smart energy solutions at local and regional level which can contribute to ambitious and sustainable greenhouse gas emission reductions in the energy sector. The second pilot event, and the first "Science meets Parliaments" held in a regional parliament took place on 7 October in Wiesbaden, at the Parliament of the German State of Hessen. Discussions focused on the stability of the financial market with an emphasis on Capital Markets Union, sustainable transport and electromobility and food safety with relation to public health.

A third event held in Trieste, Italy on 18 October focussed on active and healthy aging and analysed three areas of science and policy in dialogue: health, technology and human as well as social capital. Further events in Bulgaria and Slovakia took place on 25 October 2016. The one in Sofia focused on the intertwined themes of climate-energy-innovation, including innovative solutions and smart management for a low-carbon economy as well as smart solutions for urban mobility and clean transport. The leading topic of the science and policy dialogue in Bratislava was the quality of the Slovak secondary education in comparison with other EU and OECD countries.

Further events are already planned to take place in Espoo, Finland, and in the Basque region in Spain.

The outcome of the discussions will inform the high level debate during the Science meets Parliaments 2016 event, focusing on science for better European evidence-informed policy-making, and the importance on national, regional and international dimension, which will take place on 8 November 2016.
