Speaking during the signing ceremony in Brussels, Vladimír Šucha, JRC Director-General, said: "This agreement will strengthen the long-standing good cooperation between CEN and CENELEC and we look forward in working together to establish a sustainable system in Europe that encourages the natural collaboration between researchers, innovators and standardisers".

Elena Santiago Cid, Director General of CEN and CENELEC, added: "We look forward to continue our good co-operation with the JRC and we welcome JRC’s continued input to our technical committees and working groups covering domains such as construction, food safety, water and air quality, security, nanotechnologies and other."

Renewed agreement reaffirms longstanding cooperation

The renewed cooperation agreement aims to enhance the exchange of knowledge and expertise between scientific research and European standardisation. CEN and CENELC will provide support for the development of scientific and technical input to policy developments for which European standardisation is relevant. The JRC will provide scientific input, in its areas of expertise, for European and international standardisation.

The agreement reaffirms a longstanding cooperation in the field of standardisation and pre-normative and co-normative research already established under the previous cooperation agreement signed in June 2010. The partners already collaborate in a wide range of projects and technical fields.

Putting science into standards through dedicated events

A concrete example of this collaboration are the ‘Putting Science into Standards’ (PSIS) events, which bring the scientific and standardisation communities closer together. Examples of past events include: Safety, Performance, Second life and Recycling of Automotive Batteries for e-Vehicles (Petten, 2016); Evidence-Based Quality Assurance – An Example For Breast Cancer (Ispra, 2015) and Power-to-Hydrogen and Hydrogen and Compressed Natural Gas (Petten, 2014).

Collaboration important for uptake of standardisation in EU policies

Standardisation is a key element in many EU policies and for achieving policy goals. A strong cross-sector and multi-disciplinary cooperation between CEN, CENELEC and the JRC supports effective uptake of standardisation in EU policy making. As the science and knowledge service of the European Commission, the JRC plays a pivotal role in the development of policies that involve standardisation. Strong cooperation between the European Standardization Organizations (ESOs) and the JRC is recommended in Regulation (EU) N. 1025/2012 on European standardisation.

Science makes standardisation robust

Standardisation has to be based on sound scientific data, and on sound measurement methodologies and techniques, so that standards keep pace with the state-of-the-art. CEN and CENELEC’s co-operation with the JRC enables to link pre-normative research with standardisation, in both ways: by feeding pre-normative research results into standardisation, and vice-versa by feeding needs for pre-normative research coming from the standardization activities into research activities.
